White eyeliner waterlining FAIL?

I've heard some really good things about lining your waterline with white eyeliner, so I got curious and bought a white eyeliner pencil. The problem is that it doesn't do anything. Maybe I just got a cheap pencil, but my waterline is so slippery that I can't even put the eyeliner on. Do I need a better quality pencil, or is there white liquid liner, or...?
